Remove EZSP Regularly Scheduled Payment Option - Allowing for only Low Balance Option

By disabling the Regular recurring payment and only offer the Low Balance option, we cover all necessary receipt of payment needs. The Low Balance feature keeps balances from falling into the negative or getting too high.We have parents request refunds on a regular basis due to their students' balances getting way too high, because of regularly scheduled payment. The refund process is very costly to process internally - and we are being charged a processing fee for every payment (even when a payment is not needed). We never have parents request refunds because of Low Balance payments.Thank you!
