Distinguish what report school groups appear on the drop down depending on the module used

Add an option to flag what report school group appears for Inventory vs Meal Planning depending on what module you are in. Example if in inventory doing a PO guide have the report school groups appear pertaining to Inventory. Then when you are doing menus have just the report school groups for menus appear. This would be similar to how we distinguish allergies with "Meal Planning Only".
