Add Confirming Official signature to free/reduced application form.

Our state department and auditors require a confirming official signature on each individual application when printing them out from the software, especially those that are turned in through Ezmealapp. I know when we used LINQ it would print it on the bottom. I have attached a screenshot of one of the LINQ applications. LINQ just printed the confirming official as themselves (which is allowed), but it would be nice if it showed who is the person that actually processed it, if it is not on automatic processing.
